FREEEAST TURKISTAN SYMPOSIUMNo matter what strategy the Chinese Communist regime takes to maintainthe stability of the bipolar two “China” structure, it cannot change one fact:China’s ordinary people (shitizens) are unable to fairly share the fruits ofeconomic growth. So far, China has shown no intention of building a basic socialsafety net. Under the ruthless exploitation of the elites, housing, health insurance,and children’s education expenses have become three formidable mountains foran ordinary shitizen. Public security has greatly deteriorated and social justiceis nowhere to be seen. If we take a close examination of today’s China, we willfind, to our sorrow, that the country is fully manifesting its prosperity while itsshitizens’ daily life gets increasingly harsh. Ordinary people have lost all hopeof living a respectable and decent life. (That is why the Chinese governmenttreats political dissidents so harshly, while showing off its wealth. It knows itsprosperity is fragile.) Furthermore, the elite also feel extremely insecure. Whileit was common to “serve the country nakedly” (meaning that all of a governmentofficial’s family members have immigrated overseas), the fashion now is forsuccessful businessmen to emigrate in large numbers. This is because facing thewidespread hatred from the shitizens, the elite have sensed a great threat. Also,with term limits in place for government officials, the superficial stability cannotcover the fierce under-the-table power struggle. Nowadays, all officials are corruptand all businessmen are skillful in bribing, and any losers in the power strugglewill be mercilessly discarded and condemned, or demonized by the authority andthe shitizens, without any civil rights. The elite China is truly a society withouta tomorrow, one in which no one can live a secure or respectable life. China isdesperately in need of an orderly reform and in need of a system where the basicrights of all people can be protected institutionally. This is the need of both theelites and the shitizens. In order to achieve this goal, we must move towards whatI have called the third China -a democratic China where all the members ofsociety enjoy freedom, human rights, and the rule of law.558
