Ifit is not possible to access East Turkestan, then let us be present at itsborders, in the territory of West Turkestan, which is spread over manycountries.· Supporting relations with various international organizations that areactive in the field of human rights to help them stand against humanrights violations in East Turkestan, to expose these violations to the worldand submit them to the Human Rights Council of the United Nations.· Encouraging academic studies and research centers that focus on EastTurkestan to further enhance contact with Turkestan and to maintain aconstant flow of information about the condition of the people there.· Urging China to implement the self-governance that has grantedto East Turkestan so the Turks can take a real role in governing theirregion, preserving their identity and enjoying the riches of their land.Furthermore, pushing for the system of government to be modeled onthe system as applied in the Macao Special Administrative Region, whichamong other things will ensure the following:Protection of individual freedom for residents and a ban on searchingresidences, their own educational system, controlling entry, residence andsettlement of individuals within the region - a serious problem that afflicts thepeople of Turkestan, as the region is being flooded by large numbers of Hanmigrants; Macau also has autonomy in their financial affairs and the levyingof taxes and they have their own emblem and flag. China does not consider thisto be a threat to their sovereignty or encouragement towards separation.Such changes would require the cooperation of all governments, peoples, aswell as official and private organizations, putting pressure on China to support andimprove the power of the people of Turkestan and their organizations at homeand abroad, so that the Turkestan cause can be handled in a peaceful manner. Thismay mean curtailing relations with China, particularly economic relations, whichare the most important determinants of Chinese politics.There is no doubt that the Turkestan cause needs careful planning and a great575
