Since the establishment of the Communist party fierce internal powerstruggles have never ceased. With the ever-diminishing clout of the top leaders,the fight for the next generation’s leadership position will go public sooner orlater. In the meantime, the shitizens are becoming more mature, more skillful, andmore aggressive in fighting for their own civil rights. The elite China can surelyignore the grievances of the shitizens’ society, but the shitizens will eventuallyunite themselves to form an organized rebellion if no individual petitions yieldresults. Among the shitizens, there is a subgroup called the netizens, those whouse the internet a lot, about one hundred million of them. The netizens constitutean “information elite” that cannot all be bought off. They will play a leading rolein future organized activities. Generally speaking, as the non-governmental forcesgrow and the civil protests escalate, struggle for power among different factionswithin the Communist regime will become public. In particular, once the externalpressure reaches a critical mass, the rivalry factions with the CCP will have totake the civic force into account seriously and seek or use the latter’s support. Thismeans an open and thorough decomposition of the elite China. A door will open formany diversified interest groups to enter what used to be a Communist monopolyof the political sphere. The Communist regime is now bearing the huge operatingcosts of elite China and is facing mounting pay-off demands from an ever-increasingnumber of these bought-off elites. Moreover, the one-bodied, two-winged, twoclawedstrategy cannot always be effective. So, once the tide of economy turns theother way (which by its very nature it will), there will be an outbreak of crisis in theelite China and an outbreak of rebellion from the shitizen China.The bi-polar structure of these two Chinas is bound to disintegrate evenwithout an economic crisis. Shitizens are the major driving force in this direction.The strength of shitizen China can be measured by its degree of organizationand by the sustainability of the resistance movements. The establishment of tradeunions, farmers unions, religious and ethnic groups, and other non-governmentalorganizations can also be counted as a strength of the shitizens’ society. Althoughthe Chinese authorities impose strict control over the media, the existence ofthe internet has paved a way for the shitizens to awaken and network. In thecyberspace language, the Communist regime is rapidly losing all its moral assetswhile the shitizens are constantly seeking opportunity to group together in a556
