FREEEAST TURKISTAN SYMPOSIUMand shitizen society involves no suspense. In just two decades, China achieved thepolarization of the country with unprecedented speed. Data show that at present0.4% of China’s households (150 million) possess 70% of the national wealth.The material well being and luxury enjoyed by this 0.4% is second to none in theworld. However, the billion shitizens of China benefit very little, if any, from thefruit of this economic growth. Recently, a Chinese scholar named Liu Zhirongdid thorough research on world salary levels and on social security safety nets. Hefound the following: China’s minimum wage is only 15% of the world’s average,ranking 159th globally. The minimum wage’s contribution to GDP also ranked159th globally, behind 32 African countries. On the opposite end of the spectrumis China’s Tax Misery Index (tax burden minus benefits received). It has ranked2nd or 3rd for several years in a row. These data do not take any undocumented-but heavy and widespread- fees or uncompensated property takeovers intoaccount. Up to today, China has refused to create any form of basic universalsocial security, but once an official becomes a member of the gang of power, heenjoys all kinds of privileges until death, unless he is cast out in a power struggle.3. Shitizens in China are by no means citizens, as they are unable to enjoy basicbenefits or constitution-warranted civil rights. In China, discrimination againstshitizens is open, legal, institutionalized, and all-inclusive, spreading into the fieldsof politics, business, culture, and education. For example, the institutionalizationof the so-called HUKOU (local residency restriction) imposes discriminationagainst migrant workers in the cities. Their children cannot receive normal publiceducation, therefore forfeiting their opportunity for college education. Peopledo not enjoy equal opportunities for higher education, and geography has alot to do with this. The Electoral Law expressly states that one ballot cast bya rural farm worker counts as ¼ of the ballet cast by a city resident. But theseare just statutory discriminations. The reality is that shitizens, whether they livein urban or rural areas, have no say whatever in any local, regional, or nationalpublic affairs that may directly affect their interests. With the judiciary systemas it is constituted under dictatorship, shitizens have no recourse to have theirgrievances redressed when their interests are at risk and/or their rights violated.Outrageously, in 2005, a standing member of Beijing People’s Congress, who wasalso a professor, submitted a bill requiring all non-Beijing residents to obtain a“visa” before entering Beijing -this is a comprehensive manifestation of the elite’s550
