The elite’s monopoly over power, capital, and information, and itsinsularity, makes mobility between the two Chinas almost stagnant. For manyyears, immediately after the founding of the People’s Republic of China, peoplein the grassroots were allowed to move upwards through military service and/orhigher education. Now the elite China relies more and more on blood relationsto maintain the stability of the ruling group. The commonly accepted way togain a position in the government is purchase it with a large sum of cash. Butthis is just a transaction between a member of the political elite and a member ofthe economic elite. Shitizens can seldom go anywhere by virtue of their personaltalents and hard work alone.5. Elite China and Shitizen China no longer speak a common politicallanguage. The elite continue to use the rigid official political terminology to makeclear their intent to maintain the existing political order. The frequency of the useof such rigid language is an indicator of a person’s degree of loyalty to the existingpolitical order. Under the cover of such rigid language, the unspoken rules of amafia operating by the codes of the jungle govern all transactions. Because theofficial language is so false, lofty, and meaningless, so far removed from actualpublic life, it is almost impossible for shitizens to use it to express their opinions.They have to seek another language. Since all the traditional media are tightlycontrolled by the ruling elite, shitizens resort to cyberspace. In recent years, anyshitizens’ victory in a civil case was achieved through the use of the internet. Thesecases, such as that of Sun Zhigang, Tiger Zhou, and Deng Yujiao, had all becometop subjects on the web among shitizens before the government finally yielded andpassed down partially fair verdicts. Ironically, the official media had always beeneither silent on these cases or had issued simple and rigid anti-rumor statementssaying that these cases were unreal and non-existing. On the other hand, shitizenscreated numerous new concepts and new words in cyberspace that have gainedacceptance in the general public. For example, “don’t be so CCTV” (don’t be sohypocritical), “TG” (initials for Tu Gong meaning “uncivilized Communists” inChinese), “river crab” (homophone for the political buzz word “harmony”), “topmovie star” (nick name for premier Wen Jiabao, who likes to weep in front of theTV camera from time to time). Other official terminology, like “three represents”,was unexceptionally ridiculed by the shitizens on the web. The isolation of the551
