We need to stand in a more elevated position to envision theemerging of a new, democratic China, the third China. Although this third Chinahas not taken shape, there are many signs indicating its arrival.The Chinese Communists’ one-bodied, two-winged, and two-clawed strategyhas split China into two exclusive societies. This is what some experts calledthe rigid/stable structure. But rigid human society can never have a sustainablestability. If such a society is stable for the moment, it is only because a crisis isbrewing and a new opportunity is on the horizon.China’s structure of two polarized societies is bound to collapse. First, theconcept of democracy is prevalent in the minds of the general public. Even mostof the shareholders of China, Inc. know that democracy is a good thing and thatChina will sooner or later have to go in that direction. But their material interestsare bound to the current political order and it is inconvenient for them to makea public expression of this understanding. They also do not have the incentiveto take the initiative to promote democratic change. Nevertheless, the fact thatthe concept of democracy has prevailed in people’s minds will guarantee thatwhen something does change and people have to make a choice, most people willchoose the right direction. The pro-democratic value standards are already wellestablished, thanks to the dozens years of efforts made by the pro-democraticactivists both within and without of China.Compared to shitizens China, which is more diversified, the elite Chinaseem to have common and consistent interests.
