(In the short term,I have no confidence that this problem can be solved.)But the Chinese government is afraid of a possible consolidation betweenthe two Societies based on justice. This is because the elite have obtained theirwealth unjustly. Therefore, such a consolidation is against the ultimate interest ofthe stockholders of China, Inc. That is why the Communist regime has alwaystried to contain and persecute those who (civic leaders) believe and work for sucha consolidation. Some of them have been sent into exile overseas, others havebeen put in jail. Still others are followed, monitored, or put under house arrest.For example, the governments sentenced a blind human rights activist, ChenGuangcheng. to jail, and then hired about 14 rogue hatchet men to follow andtrack his wife, Yuan Weijing, 24/7. During sensitive periods, the surveillance teamwas reinforced to 20 members. It is a long term strategy to guard against thedemocratization of China by eradicating, harassing, and eliminating civil leaders.Another strategy is to control, compress and eventually block the arena forpublic expression of opinions. The internet is at the top of the government’s hitlist. Any forum of public opinions could serve as a launch pad that would start aprocess of destroying the boundary between the two “Chinas”, eventually leadingto the collapse of the elite China. The Chinese Communist regime is fully awarethe significance of this, and is making every effort to put a tight grip on theinternet, even at the expense of its international public image.This is how I use a two-China analysis as a framework for summarizing theChinese Communists’ general strategies of maintaining authoritarian rule andresisting democratization. In addition to the traditional lies and violence, theyhave added a one-bodied (sustaining economic growth at all costs to maintainthe regime’s ruling legitimacy), two-winged (appeasing the elite with corruptionand suppressing the powerless with rogue police), and two-clawed (purging civicleaders and blocking public opinions) strategy.This is elite China’s domestic policy. Its foreign policy is also very simpleand straightforward. On the one hand, it fully demonstrates elite China’s wealth,prosperity, and glory, hoping to make the world believe that this is the wholeChina. On the other hand, it tries to buy off (co-opt), usually with corruptionand bribery, Western politicians, scholars, businessmen, start athletes and so on. It554
