Description: The data byte count containing the number of bytes within the data
block has been decremented to zero without an end-of-block character being
encountered.

Description: An attempt was made to pick up data from the source buffer, but no
data was found, or all the data expected was not there.
R12: TCB address.
Telcon generates this CENLOG.
DYNAMIC COMMAND NAME NOT IN REGISTRATION PACKET
Description: A registration packet with a command name missing was received by
NMSIS from a program product. Telcon generates this CENLOG.
Action: Submit a User Communication Form (UCF) with a system dump.
