Description: The IP interface component has received an unrecognized link
encapsulation value during configuration processing. & is a decimal internal
encapsulation code.

IP 04030: FLIP FAILURE I/F init, rtr=&
Description: The IP interface component has failed to complete configuration
processing because of lack of memory resources.
Action: Standard action.
IP 04035: FLIP ics_flow_ctl ERR01 status=%
Description: An IP interface component internal interface with another entity is
restricted becaus of flow control. % is a hexadecimal internal status code.
Action: Standard action.
IP 04045: FLIP send_ICSConn_data ERR01 status=%,rtr=&
Description: An IP interface component attempt to send message to another router
& entity has failed. % is a hexadecimal internal status code.
