Description: The Packet Layer Services feature (module PDNPLS) was unable to
successfully process its EU statement because it either didn’t reference a DTE or an
XEU statement.

XPLS: INVALID DTE ON EU–R9 = STEX
Description: The Packet Layer Services feature (module PDNPLS) was unable to
successfully obtain a response to DTE information request primitives across the Layer
