III. SPEENHAMLAND Y VIENA
El autor se sintió tentado en un principio a estudiar Speenhamland y sus
efectos en los economistas clásicos a través de la situación económica y
social de Austria tras la Gran Guerra, por considerarla muy reveladora.
En Austria, en un entorno claramente capitalista, un ayuntamiento
socialista instauró un régimen que fue duramente atacado por los representantes
de la economía liberal. No cabe ninguna duda que algunas de las
políticas intervencionistas practicadas en dicho ayuntamiento eran
incompatibles con los engranajes de una economía de mercado. Sin embargo,
las discusiones políticas no llegaron a agotar una cuestión que era
esencialmente social y no económica.
