C'est là probablement l'avis de Penn ;
seulement
il n'a pas eu le courage
intellectuel de regarder la question bien en face, comme l'aurait fait
un HoBBES, s'il avait abordé le problème international.
Penn discute assez longuement une autre objection, à savoir ce (ju'il
appelle le danger de ,, effeminacy by such a disuse of the trade of soldiery ;
that if there should be at a loss as they were in HoUand in '72 ".
Nous savons déjà que cette objection a préoccupé plusieurs des
prédécesseurs de Penn. Il faut admettre que c'est là un problème social
et économique pendant la période de transition ; plusieurs Etats l'ont
connu après la première guerre mondiale. La plupart des auteurs anté-
rieurs ^2 ont voulu résoudre le problème, en organisant une croisade de
la chrétienté contre les Turcs. Penn ne pouvait pas accepter cette solution :
toute guerre était inadmissible pour lui, et il a voulu résoudre le problème
que représentait l'existence de l'empire ottoman en l'admettant à sa
comme l'avait
confédération. Il va beaucoup plus au fond du problème ;
fait Emeric Crucéi^ avant lui, il développe une philo.sophie positive de
la paix : ,, There can be no danger of effeminacy, because each sove-
reignty may introduce as temperate or severe discipline in the éducation
of youth as they please, by low living and due labour. Instruct them
in mechanical knowledge and in natural philosophy by opération (trav-
aux de laboratoire), which is the honour of the German nobility. This
woiild make them men : neither women nor lions; for soldiers are the
other extrême to effeminacy " (p. 13). Et Penn revient un peu plus
loin au même raisonnement, en discutant l'objection ,, that there will
be great want of employment for younger brothers of familles ; and
that the poor must either turn soldiers or thieves " (p. 14). Il répond :
,, We shall hâve the more merchants and husbandmen, or ingénions
naturalists, if the government be but anything solicitons of the éducation
of their youth :

next to the présent and immédiate happiness
of any country, ought of ail things to be the care and skill of the govern-
ment, for such as the youth of any country is bred, such is the next
génération and the government in good or bad Hands."
