„ If war should hereafter arise between Great Britain and the
United States, which God forbid, the marchants of either country
then residing in the other shall be allowed to remain nine months and
may départ freely carrying off ail their effects without molestation
and hindrance.
And ail fishermen, ail cultivators of the earth and ail artisans or
manufacturers unarmed, and inhabiting unfortified towns, villages or
places, who labor for the common subsistence and benefit of mankind,
and peacably follow their respective emploj'ments, shall be allowed
to continue the same, and shall not be molested by the events of the
war they may happen to fall ; but, if anything is necessary to be taken
from them, for the use of such armed force, the same shall be paid
for a reasonable price. And ail merchants or traders with their unarmed
vessels, employed in commerce, exchanging the products of différent
places, and thereby rendering the necessaries, conveniences and com-
forts of human life more easy to obtain and more gênerai, shall be
allowed to pass freely, unmolested. And neither of the powers, parties
to tliis treaty, shall grant or issue any commission to anj' private armed
vessels, empowering them to take or destroy such trading ships, or
interrupt such commerce..."
Chez les autres penseurs qui préparèrent la révolution américaine
nous trouvons également une tendance internationaliste nettement
marquée, surtout peut-être chez Thomas Paine (1737— 1809).
Il était né à Norfolk en Grande-Bretagne. Son père était quaker.
Le fils se tint plus tard à l'écart de toute communauté religieuse et
devint plutôt déiste, affirmant cependant en même temps que ,, toute
religion est bonne qui apprend à l'homme à devenir bon ". Au point
de vue politique, il était de tendance radicale et fut relevé de ses fonctions
de percepteur pour avoir mené une campagne pour une augmen-
tation de son traitement et de celui de ses collègues. Sur le conseil de
Benjamin Franklin, il s'embanjua alors pour l'Amérique du Nord. A
partir de 1775, il fait paraître le ,, Pennsylvania Magazine " et en
janvier 177() il pubUe un tract ,, Common Sensé " où il exige que les
colonies se libèrent du joug de l'Angleterre. Ce pamphlet eut une
diffusion énorme (environ 120.000 exemjjlaires) et exerça une profonde
