L'auteur adresse aussi ime exhortation aux clergés de toutes les
confessions afin que tout soit fait pour instituer une paix confessionnelle :

avait réalisé la paix confessionnelle en France, et cette référence lui
donne l'occasion de donner une analyse du ,, Grand Dessein ", qu'il
connaît, dit-il, par le ,, Bishop of Rodez, once Tutor of the présent King,
Lewis 14th, in his Life of Henry the Fourth." BeUers a évidemment
connu et étudié le ,, Grand Dessein " plus à fond que Penn ; il se montre
assez sceptique sous plusieurs rapports. Très respectueusement, il
exprime ainsi des doutes sur la sagesse d'exclure la Russie et la Turquie
de la fédération proposée par Sully :'
