Self study units a<strong>im</strong> at deepening the student’s knowledge in certain Public Policy fields at an<br />

individual pace and geared to individual needs.<br />

In general, credits can be earned for any module. Enrolment is subject to attendance of the<br />

initial meeting (to take place during the first week of class, date to be announced) and<br />

academic mentor’s approval.<br />

A contract specifying the individual exam /assignment the student needs to pass in order to<br />

receive credit is signed by the student and a member of the ESPP academic staff.<br />

The a<strong>im</strong> of the course is to develop students' critical understanding of the processes affecting<br />

financial allocation in the public sector. Students should be able to discuss financial<br />

<strong>im</strong>plications of public policy programs (such as social policy, healthcare, education etc.) and<br />

comment in a critical and informed manner on the economy, efficiency and effectiveness<br />

aspects of the use of public funds.<br />

Particular attention is given to a review and discussion of: the relationship between the national<br />

budget, allocation of resources and the national economy; conceptual approaches to the<br />

allocation of resources; evolving approaches to control and management of public expenditure;<br />

budget techniques and analytical tools such as cost benefit analysis, input and outcome<br />

oriented budgeting techniques; issues and challenges in public expenditure reform, including<br />

public sector and civil service reform.<br />
