The development of a Common Foreign and Security Policy, the events in the Balkans,
September 11 and Afghanistan, the rapprochement with Russia, and the launch of the Doha
round of comprehensive world trade and development talks reflect the role of the European
Union in the world. The course aims: primarily to introduce the policies and the instruments of
the EU and, secondly, to foster the understanding of these instruments by inviting the students
to negotiate an actual case.
The first part of the course will therefore introduce the four main aspects of the EU’s foreign
affairs: (1) Common Foreign and Security Policy (CFSP); (2) External Assistance Policy; (3)
Trade Policy; (4) Humanitarian Aid. In the second part of the course the students will negotiate
on the current issues of EU external relations.

So far there has been almost no scientific discourse about the ethical dimension of the
European Integration. This astonishing fact is in stark contracts to the political will of building
up a so-called “European community of values”, which has been rather pronounced in the
ongoing constitution-making process.
The course will examine several key themes with ethical implications, such as the role of
religious denominations and churches in Europe. The debate on bio politics on the European
level and European social rights (position and understanding) will also be course topics
