Acts of internationallaw and European law explicitly qualify the phenomenon of terrorism toserious criminal offenses. In some situations it is difficult to determine whetherone is dealing with the national liberation struggle or terrorism. Therefore,the authentic interpretation of the terrorist crimes made in art. 115§ 20 of the Penal Code by the Polish criminal legislature is imperfect andneeds to be corrected through legislation.
