th<strong>at</strong> the theory finds its logical development. "The st<strong>at</strong>e of<br />

war", writes Hegel, "shows the omnipotence ofthe St<strong>at</strong>e in<br />

its individuality; country and f<strong>at</strong>herland are then the power<br />

which convicts of nullity the independence .ofindividuals."<br />

(6) Th<strong>at</strong> The St<strong>at</strong>e has no Moral Oblig<strong>at</strong>ions<br />

lo Other St<strong>at</strong>es<br />

The exemption of the St<strong>at</strong>e from morality in regard to<br />

its dealings with other St<strong>at</strong>es is no less strongly emphasized.<br />

I have already referred to the fact th<strong>at</strong> the idealist theory<br />

of the St<strong>at</strong>e is developed without reference to the existence<br />

of other St<strong>at</strong>es. The St<strong>at</strong>e being regarded as th<strong>at</strong><br />

which comprises and g<strong>at</strong>hers up within itself all the<br />

separ<strong>at</strong>e moralities of all its individual citizens, and no<br />

entity outside the St<strong>at</strong>e being recognized, it fallows th<strong>at</strong><br />

there is nobody and nothing to whom or which the St<strong>at</strong>e<br />

stands in moral rel<strong>at</strong>ions. It cannot, then, stand in moral<br />

rel<strong>at</strong>ions to other St<strong>at</strong>es.<br />

It is saddening to reflect with wh<strong>at</strong> frequency this<br />

apparently shocking conclusion has been justified by<br />

philosophers and voiced ^by st<strong>at</strong>esmen. "When the safety<br />

of the country is <strong>at</strong> stake," Machiavelli wrote, "na con-<br />

sider<strong>at</strong>ion of justice or injustice, of honour and dishonour<br />

can find a place. Every scruple must be set aside." "Wh<strong>at</strong><br />

scoundrels we should be," said Cavour, "if we did for<br />

ourselves wh<strong>at</strong> we are doing for Italy." Fkhte's celebr<strong>at</strong>ed<br />

the citizens of other St<strong>at</strong>es, than the exemption of the<br />
