St<strong>at</strong>e, because they are more complete, powerful and per*<br />

vasive than other types of St<strong>at</strong>e.<br />

The significance of the assertion, th<strong>at</strong> the only St<strong>at</strong>e<br />

which really is a St<strong>at</strong>e is the St<strong>at</strong>e in its true or ideal<br />

n<strong>at</strong>ure, lies in the use which is made of it to justify a demand<br />

for a gre<strong>at</strong>er development of the St<strong>at</strong>e and an increase<br />

in its powers. Thus Dr. Bosanquet tells us th<strong>at</strong> "more of<br />

the St<strong>at</strong>e . . . and not less, is required within communi-<br />

ties". Wh<strong>at</strong>ever tends to restrict the St<strong>at</strong>e is, therefore, to<br />

be deprec<strong>at</strong>ed, and any proposed diminution of its powers<br />

to be resisted.<br />

But (i) the argument entails a re-introduction of<br />

the fallacy exposed in (A) above, th<strong>at</strong> the St<strong>at</strong>e represents<br />

a final form of human organiz<strong>at</strong>ion. If it does not, and if<br />

its power and prestige constitute a hindrance to the<br />

movement ofmankind in the direction of a more embracing<br />

type of political organiz<strong>at</strong>ion, the conclusions th<strong>at</strong> the most<br />

ideal St<strong>at</strong>e is th<strong>at</strong> which is the most complete, th<strong>at</strong> is the<br />

most totalitarian, and th<strong>at</strong> wh<strong>at</strong> is required is more of the<br />

St<strong>at</strong>e and not less, do not follow, (ii) Even if we were to<br />

admit th<strong>at</strong> the most complete St<strong>at</strong>e is the most totalitarian,<br />

and th<strong>at</strong> this kind of St<strong>at</strong>e is desirable, the admissions<br />

do not constitute a ground for Bosanquet 's conclusion th<strong>at</strong><br />

die ideal St<strong>at</strong>e will be "the supreme community" having<br />

"no determin<strong>at</strong>e function in a larger community".<br />

So far as the realiz<strong>at</strong>ion of the "true or ideal n<strong>at</strong>ure"<br />

ofthe St<strong>at</strong>e in actual practice is concerned, it is a m<strong>at</strong>ter of<br />

common observ<strong>at</strong>ion th<strong>at</strong> contemporary totalitarian St<strong>at</strong>es<br />

which seek to embody the principles of idealist theory<br />

do in fact have rel<strong>at</strong>ions to other St<strong>at</strong>es; it is also noticeable<br />

th<strong>at</strong> these rel<strong>at</strong>ions tend to be more and not less hostile<br />

than those subsisting between non-totalitarian St<strong>at</strong>es.<br />

Nor is it hard to see why this should be so. The more<br />

complete discharge of the functions claimed for the St<strong>at</strong>e<br />

by idealist theory can only result in the St<strong>at</strong>e becoming<br />

more efficient as a St<strong>at</strong>e, more absolute in respect of its<br />

powers, and, therefore, more devoid of morality in its<br />

external rel<strong>at</strong>ions and more menacing to the freedom of
