th<strong>at</strong> the tendency to larger integr<strong>at</strong>ion inspired by this<br />

motive has not already proceeded to its logical conclusion<br />

in the construction of a World-St<strong>at</strong>e. Rome nearly sueceeded<br />

in paving the way for this further integr<strong>at</strong>ion, and<br />

die beginnings of other <strong>at</strong>tempts have subsequently been<br />

made. But always hitherto, the factors which make for<br />

perpetu<strong>at</strong>ion <strong>at</strong> the existing level of the unit of integr<strong>at</strong>ion<br />

actually reached, have proved too strong for the drive of<br />

evolution in the direction of this further integr<strong>at</strong>ion. For,<br />

wh<strong>at</strong>ever the unit which <strong>at</strong> any particular level of the<br />

evolutionary process happens to have been <strong>at</strong>tained,<br />

whether family, tribe or N<strong>at</strong>ion-St<strong>at</strong>e, it becomes the focus<br />

of a number of influential human sentiments. P<strong>at</strong>riotism<br />

and enthusiasm are evoked on its behalf, self-sacrifice<br />

in its service, pugnacity in its defence, jealousy for its honour.<br />

These sentiments combine to resist its absorption into a<br />

larger unit, and such absorption has been achieved in<br />

the past only <strong>at</strong> the cost of an appalling price in terms<br />

of human suffering. Nevertheless, it cannot, I think, be<br />

reasonably doubted th<strong>at</strong> a further stage of integr<strong>at</strong>ion lies<br />

before mankind, and th<strong>at</strong> St<strong>at</strong>e must eventually combine<br />

with St<strong>at</strong>e to constitute the final unit of integr<strong>at</strong>ion, which<br />

is World-St<strong>at</strong>e. This step will have to be taken sooner or<br />

l<strong>at</strong>er by our own civiliz<strong>at</strong>ion, if it is to survive, and it<br />

involve* the surrender of the claims to sovereignty and<br />

absoluteness by the N<strong>at</strong>ion-St<strong>at</strong>e.<br />

If I am right in supposing th<strong>at</strong> the St<strong>at</strong>e is in no sense<br />

a final form of human associ<strong>at</strong>ion, there would seem to be<br />

no adequ<strong>at</strong>e basis for the view of it put forward by the<br />

idealist theory and acted upon by modem dict<strong>at</strong>orial<br />
