to cre<strong>at</strong>e a double standard of morality. There is one system<br />

of morals for the individual and another for the St<strong>at</strong>e,<br />

so th<strong>at</strong> men who, in priv<strong>at</strong>e life, are humane, honest and<br />

trustworthy, believe th<strong>at</strong>, when they have dealings on the<br />

St<strong>at</strong>e's behalf with the represent<strong>at</strong>ives of other St<strong>at</strong>es,<br />

they are justified in behaving in ways of which, as priv<strong>at</strong>e<br />

individuals, they would be heartily ashamed.<br />

EXISTENCE AND GROWTH OF PEACEFUL<br />

RELATIONS BETWEEN STATES. In fact, however,<br />

the hostile rel<strong>at</strong>ion between St<strong>at</strong>es is very far from being<br />

the only rel<strong>at</strong>ion. Not only is there common action by<br />

many St<strong>at</strong>es for the control of disease, of prostitution,<br />

and of conditions of labour, and for the establishment of<br />

postal, telegraphic, railway and air communic<strong>at</strong>ions;<br />

there are also quarantine regul<strong>at</strong>ions, standardiz<strong>at</strong>ions<br />

of weights and measures, and informal arrangements for<br />

the rep<strong>at</strong>ri<strong>at</strong>ion of aliens. There are even inter-St<strong>at</strong>e<br />

agreements which presuppose the mutual recognition of<br />

moral consider<strong>at</strong>ions, such as regul<strong>at</strong>ions for the control<br />

of the white slave traffic, of drugs and of disease, and the<br />

adjudic<strong>at</strong>ive provisions for the award of the Nobel Prize.<br />

As a rule such inter-St<strong>at</strong>e rel<strong>at</strong>ions find expression in<br />

actual modific<strong>at</strong>ions of St<strong>at</strong>e structure only <strong>at</strong> a considerable<br />

period after they have <strong>at</strong>tained concrete form.<br />

Although, however, the outward structure of the St<strong>at</strong>e may<br />

remain unaffected by this de facto transgression of its<br />

territorial boundaries, it would be nonsense to contend th<strong>at</strong><br />

the n<strong>at</strong>ure of the modern St<strong>at</strong>e has not been profoundly<br />

modified by the growing intercourse between its own<br />

citizens and those of other St<strong>at</strong>es. Hence, any political<br />

theory which seeks to give an account of the n<strong>at</strong>ure of the<br />

St<strong>at</strong>e must find a place for these modific<strong>at</strong>ions, and so<br />

define the St<strong>at</strong>e as to embrace them in the account.<br />

This the idealist theory, regarding the St<strong>at</strong>e as an isol<strong>at</strong>ed<br />

entity, fails to do*<br />

Finally, the presuppositions of the League of N<strong>at</strong>ions<br />

entail the recognition of the principle th<strong>at</strong> the St<strong>at</strong>e is
