with a strictly r<strong>at</strong>ional preconceived plan, th<strong>at</strong> plan,<br />

namely, which embodies the truths of the true philosophy*<br />

The laws prescribe a way of life and the educ<strong>at</strong>ion pro*<br />

vides a scale of values. In effect, law and educ<strong>at</strong>ion tell<br />

the citizen wh<strong>at</strong> it is right to do and wh<strong>at</strong> wrong; wh<strong>at</strong><br />

it is good to value and wh<strong>at</strong> bad; wh<strong>at</strong> it is true to<br />

believe, and wh<strong>at</strong> false. To the way of life and the scale<br />

of values prescribed by the true philosophy, inculc<strong>at</strong>ed<br />

by educ<strong>at</strong>ion and embodied in the laws, each member<br />

of the society must conform.<br />

(4) To ensure th<strong>at</strong> they will conform willingly, both<br />

Pl<strong>at</strong>o and Communism rely upon propaganda; for it is<br />

as propaganda th<strong>at</strong> the elabor<strong>at</strong>e educ<strong>at</strong>ional systems<br />

of both St<strong>at</strong>es may justifiably be regarded. In the<br />

communist St<strong>at</strong>e, as in Pl<strong>at</strong>o's, the young are trained from<br />

their earliest years to revere the principles of the true<br />

philosophy upon which the St<strong>at</strong>e is based, and to regard<br />

all other philosophies with disfavour. Thus, they are taught<br />

to dislike Capitalism, to despise the bourgeoisie and to dis-<br />

trust Christianity. As Pl<strong>at</strong>o would have put it, they are<br />

taught to revere the things which the city reveres and to<br />

despise wh<strong>at</strong> the city despises. The use of educ<strong>at</strong>ion to<br />

produce certain beliefs and to intulc<strong>at</strong>e respect for certain<br />

values is extended, in the case of the administr<strong>at</strong>ive class<br />

who, like Pl<strong>at</strong>o's Guardians, receive a longer and more<br />

intensive training in the principles of the true philosophy.<br />

The communist administr<strong>at</strong>or must be not only a good<br />

Marxist in practice; he must also understand the principles<br />

of Marxist theory. Like Pl<strong>at</strong>o's philosophers, he must know<br />

not only wh<strong>at</strong> he ought to do and believe, but why he<br />

should do wh<strong>at</strong> he ought to do and believe wh<strong>at</strong> he ought<br />

to believe. He is required, th<strong>at</strong> is to say, to grasp the<br />

fundamental principles of the philosophy which guides his<br />

administr<strong>at</strong>ive practice. Finally, like Pl<strong>at</strong>o's Guardians<br />

he must be trained in such a way th<strong>at</strong> he will have no<br />

disposition to question the principles upon which the<br />

St<strong>at</strong>e is grounded.
