assigning to the St<strong>at</strong>e, lies in the facts th<strong>at</strong> its foresight is<br />

gre<strong>at</strong>er than th<strong>at</strong> of any purely economic associ<strong>at</strong>ion and<br />

its purpose more comprehensive. The gre<strong>at</strong>er foresight<br />

belongs to it by virtue of its gre<strong>at</strong>er knowledge, the more<br />

comprehensive purpose by virtue of its concern with the<br />

welfare not of any section of society, but of society as a<br />

whole, a concern wliich places ixpon it the necessity of<br />

safeguarding the interests of all its members from<br />

It follows th<strong>at</strong> the need for political activity is not<br />

diminished, but intensified by the increased scope and<br />

frequency of economic activity on the part of individuals<br />

and groups of individuals. The fact th<strong>at</strong> the forces which<br />

now determine the occurrence ofeconomic events are worldwide<br />

in their incidence1 does not lessen the need for<br />

political organiz<strong>at</strong>ion to regul<strong>at</strong>e their effects. It does,<br />

however, suggest th<strong>at</strong> the political organiz<strong>at</strong>ion best<br />

fitted for the purpose may be one which transcends the<br />

bounds of the n<strong>at</strong>ion St<strong>at</strong>e; it may even, in the last resort,<br />

be one which has become world-wide. The expression<br />

"the St<strong>at</strong>e 11<br />

in the foregoing should, then, be taken to<br />

denote some form of political organiz<strong>at</strong>ion, and not<br />

necessarily th<strong>at</strong> particular form which we know as the<br />

sovereign n<strong>at</strong>ion St<strong>at</strong>e.<br />

The St<strong>at</strong>e and Ethical Associ<strong>at</strong>ions. In Chapter<br />

XVIII, I emphasized the growth of voluntary associ<strong>at</strong>ions<br />

for ethical and religious purposes. The question must now<br />

be considered, " Wh<strong>at</strong> should be the function of the St<strong>at</strong>e<br />

in rel<strong>at</strong>ion to these associ<strong>at</strong>ions "? Both Fascism and Communism<br />

concur in holding th<strong>at</strong> ethical and religious<br />

ci<strong>at</strong>ions must take their colour and direction from the<br />

St<strong>at</strong>e. In Germany religion must submit to the domin<strong>at</strong>ion<br />

of N<strong>at</strong>ional Socialist ideals and Christianity, in so far as<br />

it claims to be an intern<strong>at</strong>ional religion, placing allegiance<br />

to God before -allegiance<br />

to the St<strong>at</strong>e, is persecuted. In<br />

Russia religion of any kind is regarded<br />
