Literacy is a strong weapon through which Africa could claim its rightful<br />

place among the continents <strong>of</strong> the globe. It is therefore imperative that every<br />

child in Africa must learn to read and write. African leaders and experts must<br />

commit themselves to making this happen.<br />

Ngokuka-Asmal, lokhu kwakuyobe sekwenzekile ingakapheli iminyaka emihlanu.<br />

Lokhu kwathathwa nawuMnyango WezeMfundo njengesinyathelo esibalulekile kakhulu<br />

ekuqedeni ukungakwazi ukufunda okubhaliwe nokubhala eNingizimu Afrika (Miller,<br />

2005; Rule, 2003). Kwaba ngenxa yalesi sizathu-ke ukusungulwa kwe-African National<br />

Literacy Initiative (SANLI) ngonyaka wezi-2000 (Bharuthram, 2006, p. 5). Kanjalo<br />

futhi, ngonyaka wezi-2007, uhulumeni wayethembise ukusebenzisa isizumbulu semali<br />

engange-R6.1 billion ekuthuthukiseni amazinga okufunda nokubhala kubantu<br />

baseNingizimu Afrika ababalelwa ezigidini ezi-4.7, ababencishwe amathuba okufunda<br />

esikhathini esiphambili (Segalwe, 2006, p.1). Ngaphandle nje komnyakazo kahulumeni<br />

ekulekeleleni ngosizo lwemali, izinhlelo zokuthuthukisa amazinga okubhala nokufunda<br />

nokubala aqhamuka nangezinye izindlela. Isibonelo, enye imali yanikelwa yizwe lase-<br />

Netherlands, elanikela ngesamba sezigidi ezingama-70 ohlelweni lokuthuthukisa<br />

ukufunda okubhaliwe nokubhala nokubala eNingizimu Afrika (SouthAfrica.info, 2009).<br />

Kusukela ngonyaka we-1995, ukuphonsa esivivaneni sokuxazulula le nkinga yamazinga<br />

aphansi okufunda nokubhala kanye nawokubala, uhulumeni waseNingizimu Afrika<br />

wasukuma phansi wazama ukulwa nale ngqinamba yokuba nesizwe esingakwazi<br />

ukufunda, ukubhala nokubala, wathatha la magxathu alandelayo: Kwasungulwa<br />

imithetho okubalwa kuyo i-National Education Policy Act (No.27 <strong>of</strong> 1996), i-South<br />

African Schools Act (No. 84 <strong>of</strong> 1996), i-Policy <strong>of</strong> Childhood Development (Department<br />

<strong>of</strong> Education, 1996), i-Revised National Curriculum Statement (Department <strong>of</strong><br />

Education, 2002) kanye ne-Adult Basic Education and Training Act (No. 52 <strong>of</strong> 2000).<br />

Ezinye zalezi zinhlelo nemizamo kahulumeni azizange zibe yimpumelelo ngenxa<br />

yezizathu ezahlukene kanti futhi akubanga kusaqhutshekwa nezinye, njengayo nje i-<br />

Ready to Learn Campaign (Bharuthram, 2006, p.7).<br />
