Ngonyaka wezi-2001 kuya kowezi-2004, uMnyango WezeMfundo eNingizimu Afrika<br />

wenza ucwaningo lokuhlola amazinga okufunda umbhalo kubafundi bamabanga aphansi<br />

ezikoleni. Lolu cwaningo lwaveza imiphumela eyethusayo ngamazinga aphansi okufunda<br />

okubhaliwe kulabo bafundi ababebambe iqhaza ocwaningweni ababethathwe ezikoleni<br />

zezwe lonke laseNingizimu Afrika. Lokhu kwenza ukuthi uMnyango WezeMfundo<br />

ungenelele ekuzameni ukuthola okungaba yisixazululo kule nkinga. Kwasungulwa i-<br />

National Reading Strategy, okuyiyona kwakuhloswe ngayo ukwenza ngcono amazinga<br />

aphansi abafundi okufunda okubhaliwe. Ngale kwalolu hlelo, njengoba ngike ngachaza<br />

esahlukweni sokuqala, ziningi-ke nezinye izinhlelo ezalandela lapho, ukuzama ukuthola<br />

isixazululo senkinga izwe elibhekene nayo, kodwa kuze kube manje bekungakabi khona<br />

mbiko oncoma ukuthuthuka kwamazinga abafundi okufunda okubhaliwe kanye<br />

nokubhala.<br />

Ngenkathi kusungulwa i-National Strategy for Reading, iNingizimu Afrika yabamba<br />

iqhaza ezinhlelweni zeNhlangano Yezizwe (United Nations). Lapha ngingabala<br />

izinhlangano ezifana ne-UNESCO Literacy Decade 2003-2013, Education for All<br />

campaign (EFA), ehlose ukwenyusa amazinga okufunda okubhaliwe ngamaphesenti<br />

angama-50 ngonyaka wezi-2015 (DoE, 2008, p. 4). Okuyisona sisekelo salezi zinhlelo,<br />

yi-Millenium Development Goals (MDGs) njengoba ukugqugquzelwa kokufunda<br />

okubhaliwe kanye nokubhala yizona zinhloso ze-MDGs (DoE, 2008a). Ubeka kanje<br />

uMnyango WezeMfundo (2008a):<br />

South Africa faces many challenges in promoting literacy…Books in African<br />

languages are scarce, so children do not have the opportunity to read in their<br />

home language...Poor matriculation results are in part due to the low levels<br />

<strong>of</strong> students’ reading skills. <strong>University</strong> students; even those enrolled for the<br />

languages and arts – are not pr<strong>of</strong>icient in reading, in terms <strong>of</strong> international<br />

standards<br />
