P. S. I may, perhaps, add to the<br />
above that as regards a Library of International<br />
Law to be placed in the Peace<br />
Palace for the use of the International<br />
Tribunals, Conferences and individuals<br />
concerned, I had the honor a few years<br />
since, with the permission of Mr. Carnegie,<br />
to present to the „Institute for<br />
Research" which' he has founded at<br />
Washington, a plan for Publishing a new<br />
edition of „The Great Classics of International<br />
Law", both in the original text<br />
and in English. The plan was adopted,<br />
with the result that the series has been<br />
begun with a splendid edition of the De<br />
Jure Belli ac Pacis of Grotius, and<br />
continued with the treatises of Ayala,<br />
Gentilis, Suarez and other great instructors<br />
of the world in the Law of Nations.<br />
No doubt there will gradually aceumulate<br />
about these a large collection of<br />
the main works in more recent years on<br />
the subjects concerned. Perhaps, too, some<br />
one will appear who will be wise enough<br />
te secure immortality by endowing it<br />
largely and fitly, — providing funds to<br />
purchase the books and to engage a<br />
librarian to select and guard them.<br />
Best of all, I am sure that you and<br />
other lovers of peace throughöut the world<br />
will have faith with me that, as the<br />
culmination and main glory of the Library,<br />
there will be added to it, as time goes on,<br />
a series of decisionsi by future Hague Tribunals,<br />
which shall develop, ever more and<br />
more worthily, the science and practice of<br />
International LaW and thus become the<br />
harbinger of new blessings to mankind.<br />

P. S. Ich möchte zu dem vorher Gesagten<br />
noch etwas über die Völkerreehtsbibliothek,<br />
die in dem Friedenspalast<br />
zum Gebrauch der internationalen Schiedsgerichte,<br />
Konferenzen und Einzelpersonen<br />
untergebracht werden sollte, hinzufügen.<br />
Vor einigen Jahren hatte ich die Ehre,<br />
dem von C a r n e g i e in Washington begründeten<br />
„Institute for Research" mit seiner<br />
Zustimmung einen Plan zur Veröffentlichung<br />
einer neuen Ausgabe der „Großen<br />
Klassiker des Völkerrechts" sowohl im<br />
Originaltext als auch im englischen zu<br />
unterbreiten. Der Plan wurde angenommen,<br />
und es erschien eine prachtvolle Ausgabe<br />
von Grotius „De JureBelliacPacis",<br />
der dann die Abhandlungen von Ayala,<br />
Gentilis, Suarez und anderen großen weltberühmten<br />
folgten.<br />
Vertretern des Völkerrechts<br />
Es ist kein Zweifel, daß sich nach<br />
und nach eine große Sammlung ausgezeichneter<br />
Werke darüber anhäufen wird. Viel-<br />

leicht wird sich<br />
auch irgend jemand finden,<br />
der weise genug ist, sich Unsterblichkeit<br />
durch eine große Stiftung zu sichern, durch<br />
welche er einen Fonds schafft, um Bücher<br />
zu kaufen und einen Bibliothekar zu gewinnen,<br />
der sie wählt und Verwahrt.<br />
Als Höchstes aber — davon bin ich<br />
überzeugt — werden Sie und alle Friedensanhänger<br />
der Welt wünschen, daß der<br />
Bibliothek! als Krönung und vornehmste<br />
Errungenschaft mit der Zeit eine Anzahl<br />
von Entscheidungen der künftigen Haager<br />
Schiedsgerichte einverleibt werden, die<br />
immer mehr die Wissenschaft und Praxis<br />
des Völkerrechts zu einem neuen Segen<br />
für das Menschengeschlecht entwickeln<br />
