c) to promote and safeguard the health <strong>of</strong> the individual<br />

and <strong>of</strong> the community, by developing maximum<br />

autonomy and self-sufficiency, also through the<br />

integration <strong>of</strong> the socio-welfare services;<br />

d) to act in support <strong>of</strong> tne family, guaranteeing<br />

particularly to individuals with difficulties, where<br />

possible, to stay or rejoin their own family and social<br />

environment and their positive insertion into it,<br />

e) to protect the non self-sufficient individuals without a<br />

family or whose family is unable or unfit to provide for<br />

them, by promoting the forms <strong>of</strong> juridical guardianship<br />

foreseen by the law and carrying out or favouring their<br />

insertion into families, family-type units or suitable<br />

community environments, freely chosen;<br />

f) to promote the protection and juridical defence <strong>of</strong> the<br />

individual who is unable to provide for himself when<br />

those whom the law has assigned to this task are<br />

unavailable or are ineffectual"<br />

We can say that in this sphere are included all those<br />

interventions not classifiable as "welfare" and<br />

"rehabilitative" (strictly within the USSL competence)<br />

and which are characterized as preventive,<br />

interventions <strong>of</strong> social improvement through socioeducative<br />

structures, educative-welfare interventions<br />

as for example residential centres, old age homes, etc..<br />

As can be noted the social-welfare environment <strong>of</strong>fers<br />

countless possibilities for the MTA (excluding as already<br />

stated the health and rehabilitative services - unless<br />

they are run by the USSL). For these services the MTA<br />

is required to have not a "Pr<strong>of</strong>essionalism <strong>of</strong> a health<br />

kind but a socio-welfare type. As we have seen, this<br />

Pr<strong>of</strong>essionalism could be achieved through special<br />

regional courses.
