In Norway, this situation is met by different reforms <strong>of</strong><br />

the health system. As we can see <strong>of</strong> MTIR, volume 8<br />

(Summer & Smeijsters, 1992), this seems to be the<br />

case in very many European countries. More<br />

decentralized and democratic communities are stated<br />

as goals for these reforms, and they focus on a process<br />

<strong>of</strong> integration: persons with handicaps or mental<br />

problems shall be a part <strong>of</strong> the local community.<br />

Institutions are build down, and the local community<br />

must take responsibility for providing education, work, a<br />

place to live and cultural and leisure-time activities.<br />

Political and bureaucratic descisions, though, never can<br />

make a human beeing become an integrated member<br />

<strong>of</strong> a community. These descisions must be combined<br />

with action. To move from an institution to a flat or house<br />

in an ordinary living-quarter, does not create a new<br />

social network. Every fellow-citizen must take his<br />

responsibility to make integration possible, and<br />

pr<strong>of</strong>essional help is in some cases necessary (Kleive &<br />

Stige, 1988). We are now speaking <strong>of</strong> individuals that<br />

experience a two-fold problem: they must (as all <strong>of</strong> us)<br />

walk on the "dark sides <strong>of</strong> the modern road" and they<br />

have a startingpoint as segregated individuals. The task<br />

to create a positive social network indeed then must be<br />

very demanding.<br />
