unsettled by the rapidity, sophisticati<strong>on</strong>, <str<strong>on</strong>g>and</str<strong>on</strong>g> scale of<br />

China’s military buildup. These c<strong>on</strong>cerns intensified<br />

in 2009-10 as China brazenly flexed its muscles, browbeating<br />

Japan over the disputed Senkaku Isl<str<strong>on</strong>g>and</str<strong>on</strong>g>s <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

becoming increasingly assertive about its territorial<br />

claims in the South China Sea. At the same time, the<br />

less stellar outcome of the sec<strong>on</strong>d war with Iraq <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

the ec<strong>on</strong>omic slump that afflicted the United States after<br />

the financial crisis of 2008 began to sap c<strong>on</strong>fidence<br />

in the solidity of the American security guarantee.<br />

Even as the United States pledged under both<br />

the Bush <str<strong>on</strong>g>and</str<strong>on</strong>g> Barack Obama administrati<strong>on</strong>s to seek<br />

ways to reduce its reliance <strong>on</strong> nuclear weap<strong>on</strong>s still<br />

further by fielding advanced c<strong>on</strong>venti<strong>on</strong>al weap<strong>on</strong>s<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> missile defenses, these anxieties led to a rejuvenati<strong>on</strong><br />

of interest in nuclear deterrence, including tactical<br />

nuclear weap<strong>on</strong>s, am<strong>on</strong>g key U.S. allies. 25 In South<br />

Korea, some credible voices began calling for the reintroducti<strong>on</strong><br />

of U.S. nuclear weap<strong>on</strong>s <strong>on</strong> the peninsula<br />

to menace North Korea <str<strong>on</strong>g>and</str<strong>on</strong>g> provide a bargaining chip<br />

in negotiati<strong>on</strong>s <strong>on</strong> Py<strong>on</strong>gyang’s nuclear program. 26 In<br />

Japan, meanwhile, the threat posed by North Korea<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g>, ultimately more importantly, by a rising China<br />

strengthened the cohort calling for an independent<br />

Japanese nuclear weap<strong>on</strong>s capability, though such<br />

voices c<strong>on</strong>tinued to encounter substantial oppositi<strong>on</strong><br />

from the prevailing anti-nuclear sentiment in Japanese<br />

public life. 27 While these recommendati<strong>on</strong>s were<br />

not heeded, Asian allied governments did make clear<br />

that they still regarded the nuclear guarantee as central<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> indispensable <str<strong>on</strong>g>and</str<strong>on</strong>g> pressed Washingt<strong>on</strong> to redouble<br />

its nuclear umbrella guarantees. 28<br />

By the early 2010s, then, while U.S. nuclear weap<strong>on</strong>s<br />

had receded to the background of active U.S. se-<br />
