will depend <strong>on</strong> the priorities assigned in <str<strong>on</strong>g>NATO</str<strong>on</strong>g> capitals<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> the inevitable distracti<strong>on</strong> of other developments,<br />

including the prospects of electi<strong>on</strong>s in several<br />

key countries. In the end, as with all <str<strong>on</strong>g>NATO</str<strong>on</strong>g> processes,<br />

imaginative drafting, <str<strong>on</strong>g>and</str<strong>on</strong>g> the traditi<strong>on</strong>al give <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

take at the last minute will produce a document that<br />

accommodates nati<strong>on</strong>al differences but leaves their<br />

rec<strong>on</strong>ciliati<strong>on</strong> for further elaborati<strong>on</strong>. At some stage,<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> will have to come to terms with its nuclear dilemmas,<br />

but this can happen <strong>on</strong>ly under the leadership<br />

of the United States.<br />

the fact that they were deployed with the expressed intent of being<br />
