Group (SCG) for the negotiati<strong>on</strong>s <strong>on</strong> Intermediate<br />

Range <str<strong>on</strong>g>Nuclear</str<strong>on</strong>g> Forces (INF) in the 1980s.<br />

NUCLEAR FORCES<br />

In c<strong>on</strong>sidering what language should be chosen<br />

to describe the purpose of <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s nuclear weap<strong>on</strong>s<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> the range of opti<strong>on</strong>s for the nuclear posture, the<br />

DDPR will have to balance <str<strong>on</strong>g>and</str<strong>on</strong>g> rec<strong>on</strong>cile very different<br />

nati<strong>on</strong>al interests, c<strong>on</strong>cerns, <str<strong>on</strong>g>and</str<strong>on</strong>g> priorities. It is always<br />

difficult to generalize about nati<strong>on</strong>al views, but<br />

interviews with a range of nati<strong>on</strong>al representatives<br />

at <str<strong>on</strong>g>NATO</str<strong>on</strong>g> during the past 18 m<strong>on</strong>ths have revealed<br />

certain broad trends of thought. These may evolve<br />

over time as a result of internal <str<strong>on</strong>g>and</str<strong>on</strong>g> external developments.<br />

Views of <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s nuclear policy vary widely,<br />

depending <strong>on</strong> the degree of nuclear involvement of<br />

the country c<strong>on</strong>cerned. In some countries, views differ<br />

depending <strong>on</strong> whether the individuals represent the<br />

Ministry of Defense or Foreign Affairs, each with its<br />

different priorities.<br />

Assessments also need to take account of the fact<br />

that, as previously menti<strong>on</strong>ed, for many members<br />

the nuclear issue is not high <strong>on</strong> their list of priorities.<br />

Needless to say, views <strong>on</strong> nuclear policy vary depending<br />

<strong>on</strong> the degree of involvement. Some countries—<br />

principally the more recent members—c<strong>on</strong>tinue to<br />

support the presence in Europe of U.S. warheads;<br />

others would not be sorry to see them go; others are<br />

ambivalent. Opini<strong>on</strong>s are str<strong>on</strong>ger am<strong>on</strong>g those who<br />

support the status quo than those who seek to change<br />

it. Two factors are comm<strong>on</strong> to all members: the relevance<br />

of Russian sub-strategic systems <str<strong>on</strong>g>and</str<strong>on</strong>g> the need<br />

to maintain Alliance unity.<br />
