Modernizati<strong>on</strong>. Several comp<strong>on</strong>ents of this issue<br />

have helped define the course of the c<strong>on</strong>venti<strong>on</strong>al<br />

arms c<strong>on</strong>trol experience.<br />

• New Systems. To the extent an arms c<strong>on</strong>trol<br />

agreement enumerates the specific types <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

models of weap<strong>on</strong> systems it addresses, its viability<br />

depends heavily <strong>on</strong> the means it provides<br />

to incorporate changes over time. This has<br />

proven a major detriment to the operati<strong>on</strong> of<br />

the CFE Treaty, which limits five major categories<br />

of equipment (battle tanks, armored combat<br />

vehicles, artillery pieces, attack helicopters,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> combat aircraft), <str<strong>on</strong>g>and</str<strong>on</strong>g> lists what specific<br />

types <str<strong>on</strong>g>and</str<strong>on</strong>g> models are included in each category<br />

in a “Protocol <strong>on</strong> Existing Types.” This Protocol<br />

was meant to be updated regularly <str<strong>on</strong>g>and</str<strong>on</strong>g> routinely<br />

as the parties declared the introducti<strong>on</strong><br />

of new types into their inventories—but quickly<br />

bogged down in disputes over types an inspecting<br />

party observed in the field <str<strong>on</strong>g>and</str<strong>on</strong>g> judged<br />

should be listed, while the owning party had<br />

elected not to declare it based <strong>on</strong> its own judgment<br />

of Treaty definiti<strong>on</strong>s. The Treaty provides<br />

no means to resolve such disputes other than by<br />

c<strong>on</strong>sultati<strong>on</strong>; c<strong>on</strong>sequently, despite mammoth<br />

investments of time <str<strong>on</strong>g>and</str<strong>on</strong>g> effort by the interlocutors,<br />

the Protocol has been updated <strong>on</strong>ly <strong>on</strong>ce,<br />

provisi<strong>on</strong>ally, over the entire life of the Treaty.<br />

The VDoc c<strong>on</strong>tains no such enumerati<strong>on</strong>, but is<br />
