to the objective of n<strong>on</strong>proliferati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

the l<strong>on</strong>ger-term objective of Global Zero. In the third<br />

secti<strong>on</strong>, I argue that, despite the prevailing post-Cold<br />

War thinking in most of <str<strong>on</strong>g>NATO</str<strong>on</strong>g> Europe, different security<br />

threat percepti<strong>on</strong>s exist am<strong>on</strong>g the allies, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

some of the new members in Central <str<strong>on</strong>g>and</str<strong>on</strong>g> Eastern<br />

Europe (CEE) c<strong>on</strong>tinue to attribute residual political<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> symbolic importance to the physical presence<br />

of TNWs <strong>on</strong> European soil. However, the status quo<br />

positi<strong>on</strong> of these members does not seem entirely intransigent,<br />

especially when balanced by a <str<strong>on</strong>g>NATO</str<strong>on</strong>g>/U.S.<br />

commitment to their defense by other (i.e., n<strong>on</strong>-nuclear)<br />

means. Indeed, the issue of TNW forward deployment<br />

in Europe is, to a great extent, a proxy for lack<br />

of c<strong>on</strong>fidence in the future of the U.S. commitment<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> the diminished solidarity within the Alliance that<br />

these countries have experienced.<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> leaders are well aware of this complex dialectic<br />

within the Alliance <str<strong>on</strong>g>and</str<strong>on</strong>g> of the risk that decisi<strong>on</strong>s<br />

that are not unanimous may weaken the solidarity <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

indivisibility of Atlantic security. <str<strong>on</strong>g>NATO</str<strong>on</strong>g> has therefore<br />

opted to prioritize the Alliance’s cohesi<strong>on</strong>—<strong>on</strong> which<br />

its credibility as a security provider depends—in any<br />

decisi<strong>on</strong> about the presence, role, <str<strong>on</strong>g>and</str<strong>on</strong>g> future of TNWs,<br />

which are widely regarded as having little intrinsic<br />

value for Euro-Atlantic security in the 21st century.<br />

WEAPONS OF LITTLE (OR NO) MILITARY<br />

VALUE<br />

There is widespread c<strong>on</strong>sensus within Europe that<br />

the strictly military value of TNWs is negligible, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

there are no realistic scenarios in which they could be<br />

employed. <str<strong>on</strong>g>Tactical</str<strong>on</strong>g> weap<strong>on</strong>s are believed to be poorly<br />
