point with U.S. <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>NATO</str<strong>on</strong>g> officials, <str<strong>on</strong>g>and</str<strong>on</strong>g> Washingt<strong>on</strong><br />

likely will be sensitive to Tokyo’s c<strong>on</strong>cern.<br />

Third, any agreement limiting n<strong>on</strong>-strategic nuclear<br />

arms would have to include de jure equality of<br />

limits for the United States <str<strong>on</strong>g>and</str<strong>on</strong>g> Russia. Any disparity<br />

in Russia’s favor in a legally binding treaty would<br />

not be ratifiable in the U.S. Senate. For its part, Russia<br />

would likewise insist that it have equal rights with the<br />

United States.<br />

Fourth, limits <strong>on</strong> NSNWs would require new<br />

verificati<strong>on</strong> provisi<strong>on</strong>s. The verificati<strong>on</strong> challenge<br />

posed by these weap<strong>on</strong>s is that most or all are separated<br />

from delivery systems, which as noted above<br />

the sides would not wish to limit. Counting deployed<br />

strategic warheads under New START is made easier<br />

by their associati<strong>on</strong> with deployed strategic delivery<br />

vehicles, such as ICBMs <str<strong>on</strong>g>and</str<strong>on</strong>g> SLBMs, which can be located<br />

using nati<strong>on</strong>al technical means of verificati<strong>on</strong>.<br />

But m<strong>on</strong>itoring treaty limits <strong>on</strong> NSNWs would almost<br />

certainly require the negotiati<strong>on</strong> of measures allowing<br />

the counting <str<strong>on</strong>g>and</str<strong>on</strong>g> inspecti<strong>on</strong> of nuclear warheads in<br />

storage facilities. This is not an insoluble problem—<br />

Washingt<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> Moscow have accepted increasingly<br />

intrusive verificati<strong>on</strong> steps over the past 50 years—but<br />

it would mean breaking new verificati<strong>on</strong> ground.<br />

Even with the design of new verificati<strong>on</strong> measures,<br />

there still may be a questi<strong>on</strong> regarding m<strong>on</strong>itoring<br />

c<strong>on</strong>fidence. The U.S. military <str<strong>on</strong>g>and</str<strong>on</strong>g> intelligence community<br />

believe that the New START limit <strong>on</strong> deployed<br />

strategic warheads can be m<strong>on</strong>itored with high c<strong>on</strong>fidence.<br />

This stems in large part from the associati<strong>on</strong><br />

of deployed strategic warheads with deployed strategic<br />

delivery vehicles. Absent an “anytime, anywhere”<br />
