After a successful c<strong>on</strong>clusi<strong>on</strong> of the ratificati<strong>on</strong><br />

process for the New <strong>Strategic</strong> Arms Reducti<strong>on</strong> Treaty<br />

(START III) in January 2011, further progress in the<br />

cooperati<strong>on</strong> of the United States <str<strong>on</strong>g>and</str<strong>on</strong>g> the North Atlantic<br />

Treaty Organizati<strong>on</strong> (<str<strong>on</strong>g>NATO</str<strong>on</strong>g>) with Russia <strong>on</strong> issues<br />

of nuclear weap<strong>on</strong>s c<strong>on</strong>trol <str<strong>on</strong>g>and</str<strong>on</strong>g> reducti<strong>on</strong> is very important<br />

for the security of all countries of Europe <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

bey<strong>on</strong>d. Meanwhile, it appears from the outset that<br />

the most frequently addressed next step in this process<br />

as insisted up<strong>on</strong> by the U.S. C<strong>on</strong>gress—the start<br />

of negotiati<strong>on</strong>s over tactical nuclear weap<strong>on</strong>s (TNWs)<br />

with Russia—will not be easy at all, <str<strong>on</strong>g>and</str<strong>on</strong>g> the chances<br />

for success so far seem very uncertain.<br />

In the absence of trust <str<strong>on</strong>g>and</str<strong>on</strong>g> good faith between Russia<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>NATO</str<strong>on</strong>g>, the Russian perspective looks quite<br />

logical in its increasing reliance <strong>on</strong> relatively inexpensive<br />

TNWs as a kind of “equalizer,” which compensates<br />

for many existing or potential security shortfalls<br />

of Russia. The prevailing mood at the moment reflects<br />

the point that,<br />

possessi<strong>on</strong> of the nuclear forces allows Russia to<br />

maintain its military might at the level necessary to<br />

deter from launching a massive attack the potential<br />

aggressor, who may pursue the most decisive goals,<br />

including the possibility of the use of nuclear weap<strong>on</strong>s.<br />

This allows providing for the defense of the state<br />

under a significantly smaller amount of defense ap-<br />
