KEEPING U.S. OPTIONS OPEN<br />

Specifically addressing the c<strong>on</strong>tinuing importance<br />

of extended nuclear deterrence, the NPR made it clear<br />

that the United States will retain the capability to<br />

forward-deploy nuclear weap<strong>on</strong>s <strong>on</strong> tactical fighterbombers<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> heavy bombers. In additi<strong>on</strong>, the Obama<br />

administrati<strong>on</strong> decided to proceed with a full-scope<br />

life-extensi<strong>on</strong> program for the remaining B-61 bombs,<br />

including safety, security, <str<strong>on</strong>g>and</str<strong>on</strong>g> surety enhancements.<br />

The B-61 will be deliverable by the F-35 Joint Strike<br />

Fighter <str<strong>on</strong>g>and</str<strong>on</strong>g> the B-2 bomber. 23<br />

Moving bey<strong>on</strong>d Europe, the NPR stated that:<br />

in Asia <str<strong>on</strong>g>and</str<strong>on</strong>g> the Middle East—where there are no multilateral<br />

alliance structures analogous to <str<strong>on</strong>g>NATO</str<strong>on</strong>g>—the<br />

United States has maintained extended deterrence<br />

through bilateral alliances <str<strong>on</strong>g>and</str<strong>on</strong>g> security relati<strong>on</strong>ships<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> through its forward military presence <str<strong>on</strong>g>and</str<strong>on</strong>g> security<br />

guarantees. 24<br />

The United States withdrew its forward-deployed<br />

nuclear weap<strong>on</strong>s from the Pacific regi<strong>on</strong> at the end of<br />

the Cold War. This included removing nuclear weap<strong>on</strong>s<br />

from naval surface vessels <str<strong>on</strong>g>and</str<strong>on</strong>g> general purpose<br />

submarines, as well as from bases in South Korea.<br />

Since then, the United States has relied <strong>on</strong> “its central<br />

strategic forces <str<strong>on</strong>g>and</str<strong>on</strong>g> the capacity to redeploy n<strong>on</strong>-strategic<br />

nuclear systems in East Asia, if needed, in times<br />

of crisis.” 25 The Obama administrati<strong>on</strong> is:<br />
