<strong>on</strong>ce called caveats a “pois<strong>on</strong> for multinati<strong>on</strong>al operati<strong>on</strong>s,”<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> his British counterpart at the time insisted<br />

publicly that other Allies take a larger role in combat. 5<br />

The prevalence <str<strong>on</strong>g>and</str<strong>on</strong>g> impact of caveats reportedly<br />

have diminished in recent years, but they have not<br />

disappeared altogether. Moreover, as ISAF gradually<br />

passes the lead for security operati<strong>on</strong>s in selected<br />

provinces <str<strong>on</strong>g>and</str<strong>on</strong>g> districts to Afghan forces, pressure will<br />

build within several troop-c<strong>on</strong>tributor nati<strong>on</strong>s now<br />

deployed in those areas (mostly in the north <str<strong>on</strong>g>and</str<strong>on</strong>g> west)<br />

to withdraw their forces entirely rather than allow<br />

their shift to training <str<strong>on</strong>g>and</str<strong>on</strong>g> mentoring functi<strong>on</strong>s, which<br />

are not risk-free tasks. The danger is that during the<br />

planned transiti<strong>on</strong> to an Afghan lead in 2014, the combat<br />

burdens <str<strong>on</strong>g>and</str<strong>on</strong>g> risks might fall even more disproporti<strong>on</strong>ately<br />

<strong>on</strong> those U.S. <str<strong>on</strong>g>and</str<strong>on</strong>g> other Allied forces now<br />

deployed in the more volatile southern <str<strong>on</strong>g>and</str<strong>on</strong>g> eastern<br />

regi<strong>on</strong>s.<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s experience in Libya c<strong>on</strong>firmed that burden-sharing<br />

remains an issue in more limited operati<strong>on</strong>s,<br />

as well. While most Allies c<strong>on</strong>tributed militarily<br />

in some fashi<strong>on</strong>, <strong>on</strong>ly eight (including the United<br />

States) participated in air strikes. On the positive side,<br />

the distributi<strong>on</strong> of strike sorties am<strong>on</strong>g these countries<br />

was undoubtedly an improvement over the Kosovo<br />

air campaign. As Secretary of Defense Le<strong>on</strong> Panetta<br />

noted in October 2011:<br />

After the United States employed its unique assets<br />

in the first week of the c<strong>on</strong>flict to destroy key regime<br />

military targets <str<strong>on</strong>g>and</str<strong>on</strong>g> air defense capabilities, Europeans<br />

took over the brunt of operati<strong>on</strong>s. France <str<strong>on</strong>g>and</str<strong>on</strong>g> the<br />

United Kingdom engaged <strong>on</strong> a large scale, flying <strong>on</strong>e<br />

third of the overall sorties <str<strong>on</strong>g>and</str<strong>on</strong>g> attacking 40 percent of<br />

the targets. Their deployment of helicopters was criti-<br />
