<str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s nuclear posture] are already clear: first, that<br />

no Ally will take unilateral decisi<strong>on</strong>s; sec<strong>on</strong>d, that as<br />

l<strong>on</strong>g as there are nuclear weap<strong>on</strong>s in the world, <str<strong>on</strong>g>NATO</str<strong>on</strong>g><br />

will need a nuclear deterrent. 2<br />

When the North Atlantic Treaty Organizati<strong>on</strong><br />

(<str<strong>on</strong>g>NATO</str<strong>on</strong>g>) revealed it was going to issue a new <strong>Strategic</strong><br />

C<strong>on</strong>cept for the 21st century at the 2010 Lisb<strong>on</strong>,<br />

Portugal, Summit, there was much anticipati<strong>on</strong> that<br />

is would announce deep cuts in the numbers of U.S.<br />

nuclear weap<strong>on</strong>s based in Europe or at a minimum a<br />

major policy shift entailing a significantly reduced role<br />

for nuclear weap<strong>on</strong>s in ensuring the comm<strong>on</strong> defense<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> security of the Alliance. Instead, the new <strong>Strategic</strong><br />

C<strong>on</strong>cept echoed the language of the 1991 <str<strong>on</strong>g>and</str<strong>on</strong>g> 1999<br />

<strong>Strategic</strong> C<strong>on</strong>cepts in stating that to protect <str<strong>on</strong>g>and</str<strong>on</strong>g> defend<br />

against the full range of today’s security threats, the<br />

Alliance will “maintain a mix of c<strong>on</strong>venti<strong>on</strong>al <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

nuclear forces.” 3 Recognizing, however, the complex<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> changing security envir<strong>on</strong>ment involving new<br />

threats (cyber-attacks for example) <str<strong>on</strong>g>and</str<strong>on</strong>g> new capabilities<br />

(missile defense), the heads of state tasked the<br />

North Atlantic Council (NAC) to undertake a review<br />

of <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s deterrence <str<strong>on</strong>g>and</str<strong>on</strong>g> defense posture (hereinafter<br />

referred to as the DDPR) <str<strong>on</strong>g>and</str<strong>on</strong>g> provide a report at<br />

the next <str<strong>on</strong>g>NATO</str<strong>on</strong>g> summit scheduled for May 20, 2012.<br />
