The global nuclear n<strong>on</strong>proliferati<strong>on</strong> regime is under<br />

increasing stress; incidents of instability al<strong>on</strong>g Europe’s<br />

periphery have revived historic tensi<strong>on</strong>s; innovative<br />

modes of gathering, sending, <str<strong>on</strong>g>and</str<strong>on</strong>g> storing<br />

informati<strong>on</strong> have brought with them new vulnerabilities;<br />

the security implicati<strong>on</strong>s of piracy, energy<br />

supply risks, <str<strong>on</strong>g>and</str<strong>on</strong>g> envir<strong>on</strong>mental neglect have become<br />

more evident; <str<strong>on</strong>g>and</str<strong>on</strong>g> a worldwide ec<strong>on</strong>omic crisis has<br />

spawned widespread budgetary c<strong>on</strong>cerns. 4<br />

Potential instability in the Western Balkans remains<br />

a leading worry for neighboring Allies. The<br />

United States <str<strong>on</strong>g>and</str<strong>on</strong>g> some Allies arguably are more<br />

worried than others about Iran’s suspected nuclear<br />

weap<strong>on</strong>s programs <str<strong>on</strong>g>and</str<strong>on</strong>g> ballistic missile capabilities<br />

or the possible spillover of Syria’s internal unrest into<br />

Turkey. Still others give relatively high priority to resource,<br />

envir<strong>on</strong>mental, <str<strong>on</strong>g>and</str<strong>on</strong>g> maritime security issues<br />

in the Arctic regi<strong>on</strong>.<br />

RESURGENT “BURDEN-SHARING” DEBATE<br />

C<strong>on</strong>tentious discussi<strong>on</strong>s am<strong>on</strong>g the Allies over<br />

how to share equitably the risks <str<strong>on</strong>g>and</str<strong>on</strong>g> burdens of Alliance<br />

membership are nothing new. However, such<br />
