It is reported that the Russian government has reduced<br />

its nuclear storage sites from 500 (in the 1990s)<br />

to a total of 48. There exist two main categories of<br />

TNW storage sites: The first c<strong>on</strong>sists of 13 storage sites<br />

solely for TNWs, nine of them located in the European<br />

part of Russia <str<strong>on</strong>g>and</str<strong>on</strong>g> four located bey<strong>on</strong>d the Urals, either<br />

in Siberia or the Far East. The sec<strong>on</strong>d category<br />

c<strong>on</strong>sists of 18 nati<strong>on</strong>al-level nuclear weap<strong>on</strong>s storage<br />

sites at which both strategic <str<strong>on</strong>g>and</str<strong>on</strong>g> tactical warheads are<br />

stored. Of these sites, 10 of them are in the European<br />

part, four in the Urals regi<strong>on</strong>, <str<strong>on</strong>g>and</str<strong>on</strong>g> four in Siberia <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

the Far East. 12 For future verificati<strong>on</strong> arrangements,<br />

this complex <str<strong>on</strong>g>and</str<strong>on</strong>g> distributed pattern makes inspecti<strong>on</strong>s<br />

very difficult.<br />

In the Russian view, TNWs are still regarded as<br />

compensating for the weaknesses of Russian c<strong>on</strong>venti<strong>on</strong>al<br />

forces in the European regi<strong>on</strong>. Other justificati<strong>on</strong>s<br />

for retaining these systems include: insurance<br />

against further <str<strong>on</strong>g>NATO</str<strong>on</strong>g> enlargement; a cushi<strong>on</strong> against<br />

a possible shortfall in the C<strong>on</strong>venti<strong>on</strong>al Forces in Europe<br />

(CFE) Treaty; added protecti<strong>on</strong> in the event of<br />
