CONTEMPORARY ISSUES FOR U.S. NUCLEAR<br />

WEAPONS POLICY IN ASIA<br />

The Asian nuclear l<str<strong>on</strong>g>and</str<strong>on</strong>g>scape is changing, however.<br />

44 Allies such as Japan, South Korea, <str<strong>on</strong>g>and</str<strong>on</strong>g> Australia<br />

are pressing to gain greater insight into <str<strong>on</strong>g>and</str<strong>on</strong>g> even<br />

influence <strong>on</strong> the U.S. nuclear weap<strong>on</strong>s policymaking<br />

process <str<strong>on</strong>g>and</str<strong>on</strong>g>, ultimately, posture. In recent years, the<br />

Japanese government, for instance, has broken from<br />

its h<str<strong>on</strong>g>and</str<strong>on</strong>g>s-off traditi<strong>on</strong> <strong>on</strong> U.S. nuclear weap<strong>on</strong>s policy<br />

to importune the United States to reaffirm the nuclear<br />

element of its security umbrella both during the C<strong>on</strong>gressi<strong>on</strong>al<br />

<strong>Strategic</strong> Posture Commissi<strong>on</strong> of 2008-09<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> during the Obama administrati<strong>on</strong>’s <str<strong>on</strong>g>Nuclear</str<strong>on</strong>g> Posture<br />

Review of 2009-10, specifically—though unsuccessfully—pushing<br />

for the retenti<strong>on</strong> of the nuclear variant<br />

of the Tomahawk l<str<strong>on</strong>g>and</str<strong>on</strong>g> attack missile (TLAM-N) for<br />

attack submarines. 45 The Lee administrati<strong>on</strong> in South<br />

Korea, meanwhile, insisted that the United States emphasize<br />

the nuclear aspect of its security guarantee to<br />

the ROK after the resurgence in provocative North<br />

Korean behavior that began in 2009. 46 In resp<strong>on</strong>se the<br />

United States has jointly established bilateral committees<br />

with Japan <str<strong>on</strong>g>and</str<strong>on</strong>g> South Korea <strong>on</strong> nuclear weap<strong>on</strong>s<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> related strategic issues, <str<strong>on</strong>g>and</str<strong>on</strong>g> has sought to instituti<strong>on</strong>alize<br />

trilateral <str<strong>on</strong>g>and</str<strong>on</strong>g> quadrilateral forums <strong>on</strong> these<br />

matters, though with less success. 47<br />
