Force AirSea Battle effort, designed to develop credible<br />

c<strong>on</strong>venti<strong>on</strong>al military plans <str<strong>on</strong>g>and</str<strong>on</strong>g> capabilities to<br />

defeat the anti-access/area-denial threat becoming increasingly<br />

available to potential U.S. adversaries, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

of a very public U.S. commitment to stati<strong>on</strong> Marines<br />

in Darwin, Australia. 50 At the nuclear level, even as<br />

it reaffirmed its nuclear umbrella over its Asian allies<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> acknowledged the c<strong>on</strong>tinued foundati<strong>on</strong>al role<br />

of nuclear weap<strong>on</strong>s in U.S. extended deterrence guarantees,<br />

Washingt<strong>on</strong> hoped to c<strong>on</strong>tinue the post-1950s<br />

trend towards reducing reliance <strong>on</strong> nuclear weap<strong>on</strong>s<br />

despite facing significant military challenges in the<br />

Western Pacific. 51<br />

Yet the rise of China; the c<strong>on</strong>tinuing, accumulative<br />

proliferati<strong>on</strong> of nuclear weap<strong>on</strong>s, ballistic missiles,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> advanced c<strong>on</strong>venti<strong>on</strong>al weap<strong>on</strong>ry; <str<strong>on</strong>g>and</str<strong>on</strong>g> the stern<br />

budgetary austerity likely to follow from the ec<strong>on</strong>omic<br />

c<strong>on</strong>straints the United States faced in the early 2010s,<br />

make such aspirati<strong>on</strong>s to maintain the striking U.S.<br />

advantage in n<strong>on</strong>-nuclear arms look, if not hubristic,<br />

then at least inordinately ambitious. 52 The U.S. posture<br />

in the Pacific, which has traditi<strong>on</strong>ally relied <strong>on</strong> the essentially<br />

unchallenged operati<strong>on</strong> of U.S. naval <str<strong>on</strong>g>and</str<strong>on</strong>g> air<br />

forces throughout maritime Asia, seems increasingly<br />

under strain as China builds what will be a daunting<br />

array of capabilities to target U.S. ships, bases, aircraft,<br />

satellites, <str<strong>on</strong>g>and</str<strong>on</strong>g> other systems, <str<strong>on</strong>g>and</str<strong>on</strong>g> as North Korea <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

other rogue countries seek to exploit seams in the U.S.<br />

approach to warfare. 53 Of course, the United States<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> its allies are not helpless—their efforts to shore<br />

up their c<strong>on</strong>venti<strong>on</strong>al forces can mitigate, if not entirely<br />

relieve, this pressure. But the most influential<br />

determinants will be the growth of Chinese military<br />
