• NSNWs, especially of older types, are believed<br />

to be less protected by various blocking devices,<br />

have smaller weight <str<strong>on</strong>g>and</str<strong>on</strong>g> size characteristics,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> are tempting objects for terrorists.<br />

Russia does not c<strong>on</strong>cur in any of the arguments<br />

menti<strong>on</strong>ed above, except perhaps the sec<strong>on</strong>d <strong>on</strong>e.<br />

Taking into account the relative weakness of the Russian<br />

general-purpose forces, the Russian high comm<str<strong>on</strong>g>and</str<strong>on</strong>g><br />

may be tempted in case of a major c<strong>on</strong>flict to use<br />

TNWs to compensate for the numerical or technological<br />

superiority of the attacking enemy. As to the third<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> forth arguments, they may not be c<strong>on</strong>sidered as<br />

well-founded since now all Russian TNWs are kept in<br />

safely guarded central storage sites <str<strong>on</strong>g>and</str<strong>on</strong>g> are equipped<br />

with highly reliable blocking devices which prevent<br />

their unauthorized use. The fact that there is not a single<br />

proven instance of loss or theft of a piece of nuclear<br />

ammuniti<strong>on</strong> testifies to their security.<br />

Since there is no agreed definiti<strong>on</strong> of NSNWs, for<br />

the purpose of this chapter we shall c<strong>on</strong>sider to be n<strong>on</strong>strategic<br />

all nuclear weap<strong>on</strong>s except for the following:<br />

(1) strategic nuclear warheads for interc<strong>on</strong>tinental ballistic<br />

missiles (ICBMs) <str<strong>on</strong>g>and</str<strong>on</strong>g> sea launched ballistic missiles<br />

(SLBMs), <str<strong>on</strong>g>and</str<strong>on</strong>g> nuclear bombs <str<strong>on</strong>g>and</str<strong>on</strong>g> air-launched<br />

cruise missiles for strategic bombers as defined by<br />

New START; <str<strong>on</strong>g>and</str<strong>on</strong>g> (2) nuclear weap<strong>on</strong>s that have been<br />

retired from the stockpile, are no l<strong>on</strong>ger functi<strong>on</strong>al,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> are in the queue for dismantlement. Although no<br />

official data <strong>on</strong> Russian stockpiles of tactical nuclear<br />

weap<strong>on</strong>s was ever published, Russia is believed to<br />

have at its disposal an estimated 3,700-5,400 n<strong>on</strong>strategic<br />

nuclear warheads, of which some 2,000 are<br />

deliverable. These include cruise missiles of various<br />

ranges, gravity bombs, torpedoes, <str<strong>on</strong>g>and</str<strong>on</strong>g> depth charges.<br />
