It seems fair to observe that whereas CFE’s main<br />

aim is limitati<strong>on</strong>, <str<strong>on</strong>g>and</str<strong>on</strong>g> verificati<strong>on</strong> of compliance with<br />

limits, VDoc <str<strong>on</strong>g>and</str<strong>on</strong>g> Open Skies instead emphasize transparency<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> predictability. The distincti<strong>on</strong> is important—although<br />

similarities in the mechanics of the<br />

regimes, particularly between CFE <str<strong>on</strong>g>and</str<strong>on</strong>g> VDoc, have<br />

sometimes served to inhibit rather than promote the<br />

further development of <strong>on</strong>e or the other. In the early<br />

days of their implementati<strong>on</strong>, for example, the specter<br />

of “harm<strong>on</strong>izati<strong>on</strong>” was an all-too-c<strong>on</strong>venient bogeyman<br />

for keeping a bright line between the two—not<br />

least by the couple of dozen participants in VDoc who<br />

are not party to CFE. In turn, after CFE adaptati<strong>on</strong> became<br />

mired in unfulfilled Istanbul commitments, circa<br />

2002, <str<strong>on</strong>g>and</str<strong>on</strong>g> particularly after Russia’s 2007 “suspensi<strong>on</strong>”<br />

of its fulfillment of Treaty obligati<strong>on</strong>s, prospects for<br />

enhancing the VDoc regime were repeatedly derailed<br />

by fears of making it a substitute for CFE. C<strong>on</strong>versely,<br />

after the United States <str<strong>on</strong>g>and</str<strong>on</strong>g> most other Treaty parties<br />

took reciprocal CFE measures against Russia in late<br />

2011, Russian officials prominently pr<strong>on</strong>ounced their<br />

satisfacti<strong>on</strong> with relying <strong>on</strong> VDoc instead.<br />

There may indeed be some fungibility at work here;<br />

but collateral efforts to revive CFE, <strong>on</strong> the <strong>on</strong>e h<str<strong>on</strong>g>and</str<strong>on</strong>g>,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> enhance VDoc <str<strong>on</strong>g>and</str<strong>on</strong>g> Open Skies, <strong>on</strong> the other, suggest<br />

that more fundamental envir<strong>on</strong>mental shifts may<br />

be in play as well. Some hypotheses derived from observing<br />

these processes:<br />

• For a variety of reas<strong>on</strong>s, st<str<strong>on</strong>g>and</str<strong>on</strong>g>ing force levels<br />

have declined so much that limits may be less<br />

important in enhancing security.<br />

• Doctrine <str<strong>on</strong>g>and</str<strong>on</strong>g> force structure have changed<br />

enough that, even if legal limits remain useful,<br />

holdings of heavy equipment may not be the<br />
