certainly deal a heavy blow to the Allies’ ability to cooperate<br />

across the board.<br />

DIFFERING THREAT PERCEPTIONS<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> has been the primary guarantor of Europe’s<br />

defense from armed attack since 1949. With the end of<br />

the Cold War, <str<strong>on</strong>g>NATO</str<strong>on</strong>g> assumed new roles: building defense<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> security partnerships with new democracies<br />

in Central <str<strong>on</strong>g>and</str<strong>on</strong>g> Eastern Europe that prepared many for<br />

Alliance membership; offering dialogue <str<strong>on</strong>g>and</str<strong>on</strong>g> cooperati<strong>on</strong><br />

<strong>on</strong> political-military issues to Russia, Ukraine,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> other states of the former Soviet Uni<strong>on</strong>; <str<strong>on</strong>g>and</str<strong>on</strong>g> leading<br />

complex military operati<strong>on</strong>s in the Balkans, Afghanistan,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> Libya. At the same time, <str<strong>on</strong>g>NATO</str<strong>on</strong>g> has<br />

performed the vital job of promoting intra-European<br />

as well as transatlantic collaborati<strong>on</strong> <strong>on</strong> threat assessments,<br />

political-military strategy, defense planning,<br />

equipment st<str<strong>on</strong>g>and</str<strong>on</strong>g>ards <str<strong>on</strong>g>and</str<strong>on</strong>g> interoperability, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

training <str<strong>on</strong>g>and</str<strong>on</strong>g> exercises. Still, as memories of the Cold<br />

War have faded <str<strong>on</strong>g>and</str<strong>on</strong>g> the Alliance has enlarged to 28<br />

members, it is not surprising that the Allies have had a<br />

difficult time in developing comm<strong>on</strong> assessments <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

priorities regarding a range of 21st-century threats.<br />

For many Americans, <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s solidarity <str<strong>on</strong>g>and</str<strong>on</strong>g> effectiveness<br />

will be decided in the caldr<strong>on</strong> of Afghanistan,<br />

where (as of early 2012) n<strong>on</strong>-U.S. Allies <str<strong>on</strong>g>and</str<strong>on</strong>g> partners<br />
