issues, <str<strong>on</strong>g>NATO</str<strong>on</strong>g> should decide to withdraw unilaterally<br />

its sub-strategic systems within a period of 5 years. 13<br />

While the target for completi<strong>on</strong> is 5 years, the final timing<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> pace would be determined by broad political<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> security developments between <str<strong>on</strong>g>NATO</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> Russia.<br />

This proposal will certainly encounter objecti<strong>on</strong>s.<br />

However, independent of its intrinsic merits, the proposal<br />

is an example of the imaginative initiative required<br />

if the current deadlock is to be circumvented.<br />

Prospects.<br />

The task of the DDPR is to ensure that the various<br />

comp<strong>on</strong>ents of the mix relate to each other in a coherent<br />

package that reflects the political goals of the Alliance<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> the ec<strong>on</strong>omic resources available. In today’s ec<strong>on</strong>omic<br />

climate, there is every incentive to get the balance<br />

right <str<strong>on</strong>g>and</str<strong>on</strong>g> to ensure that scarce defense resources<br />

are being spent in the most efficient <str<strong>on</strong>g>and</str<strong>on</strong>g> cost-effective<br />

way. In the nuclear field, there are major fault lines to<br />

be crossed: <strong>on</strong> the purpose of nuclear weap<strong>on</strong>s, <strong>on</strong> the<br />

nuclear posture required, <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>on</strong> the appropriate role<br />

for arms c<strong>on</strong>trol <str<strong>on</strong>g>and</str<strong>on</strong>g> disarmament. Ideally, the DDPR<br />

process itself should c<strong>on</strong>tribute to narrowing the differences<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> finding comm<strong>on</strong> ground. The problem is<br />

that progress depends <strong>on</strong>, <str<strong>on</strong>g>and</str<strong>on</strong>g> is effectively hostage<br />

to, Russian reacti<strong>on</strong>s. The proposal by Senator Nunn<br />

shows <strong>on</strong>e way to c<strong>on</strong>fr<strong>on</strong>t this problem, but it is unlikely<br />

to win universal support. It n<strong>on</strong>etheless dem<strong>on</strong>strates<br />

the need for imaginative thinking unfettered<br />

by traditi<strong>on</strong>al c<strong>on</strong>straints <str<strong>on</strong>g>and</str<strong>on</strong>g> for high-level political<br />

engagement, particularly by the United States.<br />
