Some argue that it provides the host country additi<strong>on</strong>al<br />

status within <str<strong>on</strong>g>NATO</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> a useful means of<br />

dem<strong>on</strong>strating unity of commitment. Others maintain<br />

that the missi<strong>on</strong> represents a waste of scarce resources<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> a missed opportunity for <str<strong>on</strong>g>NATO</str<strong>on</strong>g> to dem<strong>on</strong>strate<br />

its seriousness about reducing its reliance <strong>on</strong> nuclear<br />

weap<strong>on</strong>s.<br />

Turkey’s role in the Alliance <str<strong>on</strong>g>and</str<strong>on</strong>g> its regi<strong>on</strong>al<br />

situati<strong>on</strong> mean that Turkish views carry a particular<br />

significance. It is also host to U.S. nuclear warheads,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> Turkish aircraft c<strong>on</strong>tinue to have DCA status at a<br />

lower level of readiness. Turkish officials also say that<br />

they would prefer a c<strong>on</strong>tinuati<strong>on</strong> of existing arrangements,<br />

but they are quick to refute suggesti<strong>on</strong>s that<br />

changes to <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s nuclear policy could lead to their<br />

own nuclear aspirati<strong>on</strong>s. In this respect, some observers<br />

claim that potential instability in the Middle East<br />

provides an additi<strong>on</strong>al rati<strong>on</strong>ale for a c<strong>on</strong>tinuati<strong>on</strong> of<br />

the Turkish DCA role as representing a crisis resp<strong>on</strong>se<br />

tool for <str<strong>on</strong>g>NATO</str<strong>on</strong>g>. However, critics point out that the<br />

same arguments c<strong>on</strong>cerning the lack of credibility of<br />

DCA operati<strong>on</strong>al use—<str<strong>on</strong>g>and</str<strong>on</strong>g> therefore deterrent utility—apply<br />

equally to this situati<strong>on</strong>.<br />

The High Level Group.<br />

The input to the DDPR <strong>on</strong> <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s nuclear policy<br />

will be provided by the HLG which was created in<br />

the 1970s to ensure that nuclear issues received highlevel<br />

political attenti<strong>on</strong>. Chaired by the United States,<br />

it comprises senior officials from nati<strong>on</strong>al capitals. The<br />

major task for the HLG <str<strong>on</strong>g>and</str<strong>on</strong>g> thereafter the NAC will be<br />

to reach agreement <strong>on</strong> what <str<strong>on</strong>g>NATO</str<strong>on</strong>g> says <str<strong>on</strong>g>and</str<strong>on</strong>g> does c<strong>on</strong>-<br />
