to make high-tech weap<strong>on</strong>s for the Russian military.<br />

Internati<strong>on</strong>al factors overlay these domestic <strong>on</strong>es<br />

in helping to determine Russian perspectives <strong>on</strong><br />

NSNWs. One of the most important factors c<strong>on</strong>cerns<br />

relati<strong>on</strong>s with China, what some might refer to as the<br />

“elephant in the room,” when it comes to dealing with<br />

NSNWs in the European theater. The Russian view<br />

may be labeled uniquely “Eurasian,” using the term<br />

of <strong>on</strong>e colleague, having to take simultaneous account<br />

of Russia’s security situati<strong>on</strong> in both Europe <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

Asia. No other nati<strong>on</strong> is so positi<strong>on</strong>ed <str<strong>on</strong>g>and</str<strong>on</strong>g> so potentially<br />

vulnerable. With huge populati<strong>on</strong> discrepancies<br />

across the Russian-Chinese border, the modernizati<strong>on</strong><br />

of China’s military, <str<strong>on</strong>g>and</str<strong>on</strong>g> China’s possessi<strong>on</strong> of l<strong>on</strong>grange<br />

nuclear weap<strong>on</strong>s, it makes sense that Russia<br />

would rely <strong>on</strong> NSNWs to deter a Chinese c<strong>on</strong>venti<strong>on</strong>al<br />

attack. Their use would be limited because of potential<br />

damage to Russia <str<strong>on</strong>g>and</str<strong>on</strong>g> its populati<strong>on</strong>. In an actual war,<br />

they might use three or four NSNWs before launching<br />

strategic weap<strong>on</strong>s <strong>on</strong> China. This helps to underline<br />

the limited utility they have, should they actually be<br />

used, <str<strong>on</strong>g>and</str<strong>on</strong>g> reinforces the noti<strong>on</strong> that Russia needs to<br />

develop PGMs as quickly as possible—weap<strong>on</strong>s that<br />

could actually be used somewhat more liberally without<br />

excessive collateral damage to Russia itself.<br />

Another internati<strong>on</strong>al factor, which has a significant<br />

domestic comp<strong>on</strong>ent to it, is somewhat spectral:<br />

Russia’s place in the internati<strong>on</strong>al system <str<strong>on</strong>g>and</str<strong>on</strong>g> how<br />

Russian political elites c<strong>on</strong>ceive of it. This element<br />

is extremely hard to measure as it relies so much <strong>on</strong><br />

subjective judgment, but the recogniti<strong>on</strong> that other<br />

nati<strong>on</strong>s give to Russia’s power <str<strong>on</strong>g>and</str<strong>on</strong>g> the prestige that<br />

Russian elites feel thereby are in a sense the starting<br />

point for Russian willingness to engage in negotia-<br />
