VI. 1991- 2012. THE RUSSIAN PREPONDERANCE<br />

IN TNWS: POLITICAL STASIS<br />

In 1991 <str<strong>on</strong>g>and</str<strong>on</strong>g> 1992, Presidents George H. W. Bush<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> Boris Yeltsin both announced unilateral though<br />

unverified TNW reducti<strong>on</strong>s. These parallel reducti<strong>on</strong>s,<br />

which came to be known as the Presidential<br />

<str<strong>on</strong>g>Nuclear</str<strong>on</strong>g> Initiatives, were seen as preludes to negotiati<strong>on</strong>s<br />

aimed at eliminati<strong>on</strong> of TNWs after the Cold<br />

War ended. Those negotiati<strong>on</strong>s never occurred, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

would have posed enormous verificati<strong>on</strong> problems<br />

even if they had. So<strong>on</strong> after Soviet forces withdrew<br />

to Russia with all their nuclear weap<strong>on</strong>s, <str<strong>on</strong>g>NATO</str<strong>on</strong>g> removed<br />

most of its remaining TNWs, leaving <strong>on</strong>ly<br />

“several hundred” B-61 gravity bombs. The United<br />

States proceeded to eliminate nuclear artillery <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

short-range surface-to-surface nuclear missiles from<br />

its global stockpile. (It has removed all TNWs from<br />

the ROK). The 2010 <str<strong>on</strong>g>Nuclear</str<strong>on</strong>g> Posture Review explicitly<br />

sought to reduce the salience of U.S. nuclear weap<strong>on</strong>s,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> President Barack Obama is a vigorous supporter<br />

of Global Zero.<br />

For various reas<strong>on</strong>s the Russian Federati<strong>on</strong> has not<br />

found it expedient to make comparable TNW reducti<strong>on</strong>s.<br />

113 The resultant TNW asymmetry in Moscow’s<br />

favor is now l<strong>on</strong>g established <str<strong>on</strong>g>and</str<strong>on</strong>g> probably impossible<br />

to eliminate in the near term, particularly because,<br />

in view of its shrunken military capabilities, the Russian<br />

Federati<strong>on</strong> has ab<str<strong>on</strong>g>and</str<strong>on</strong>g><strong>on</strong>ed the Soviet Uni<strong>on</strong>’s<br />

NOFUN posture. Its military doctrine seems to rely<br />

significantly up<strong>on</strong> the deterrent provided, especially<br />

at sea, by its remaining TNWs, which may number in<br />

the low thous<str<strong>on</strong>g>and</str<strong>on</strong>g>s. In its 1991 <strong>Strategic</strong> C<strong>on</strong>cept, <str<strong>on</strong>g>NATO</str<strong>on</strong>g><br />

gave up forward defense as a defining principle <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

flexible resp<strong>on</strong>se as a nuclear strategy. Alliance lead-<br />
