Two other factors will be important in the HLG’s<br />

c<strong>on</strong>siderati<strong>on</strong>s. First, the new <strong>Strategic</strong> C<strong>on</strong>cept appears<br />

to attach high importance to burden-sharing by<br />

calling for the broadest possible participati<strong>on</strong> of Allies<br />

in collective defense planning <strong>on</strong> nuclear roles, in<br />

peacetime basing of nuclear forces, <str<strong>on</strong>g>and</str<strong>on</strong>g> in c<strong>on</strong>sultative<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> comm<str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>trol (C3) arrangements. Even<br />

allowing for different interpretati<strong>on</strong>s of this formulati<strong>on</strong><br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> efforts to find new ways to give it c<strong>on</strong>tent, it<br />

would appear nevertheless to hint str<strong>on</strong>gly at a c<strong>on</strong>tinuati<strong>on</strong><br />

of existing arrangements.<br />

Sec<strong>on</strong>d, the c<strong>on</strong>diti<strong>on</strong> that further reducti<strong>on</strong>s must<br />

be accompanied by reciprocal acti<strong>on</strong>s by Russia also<br />

c<strong>on</strong>stitutes a substantial obstacle to changing the existing<br />

arrangements. Thus far, Russia has shown no<br />

interest in such discussi<strong>on</strong>s. Am<strong>on</strong>g several initiatives<br />

to secure progress, a “n<strong>on</strong>-paper” was circulated by<br />

Germany, the Netherl<str<strong>on</strong>g>and</str<strong>on</strong>g>s, Norway, <str<strong>on</strong>g>and</str<strong>on</strong>g> Pol<str<strong>on</strong>g>and</str<strong>on</strong>g> at<br />

the <str<strong>on</strong>g>NATO</str<strong>on</strong>g> Foreign Ministers meeting in Berlin, Germany,<br />

<strong>on</strong> April 14, 2011. This “n<strong>on</strong>-paper” urged a<br />

number of steps to increase the transparency of U.S.<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> Russian n<strong>on</strong>-strategic weap<strong>on</strong>s. 12 The U.S. development<br />

of an arms c<strong>on</strong>trol negotiating positi<strong>on</strong> with<br />

Russia in which sub-strategic systems are included<br />

will take time. It also assumes Russian cooperati<strong>on</strong>.<br />

Moreover, a U.S. decisi<strong>on</strong> to negotiate these systems<br />

will have to be made in c<strong>on</strong>sultati<strong>on</strong> with the <str<strong>on</strong>g>NATO</str<strong>on</strong>g><br />

allies, which makes the work of the HLG in deciding<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s requirements even more relevant.<br />

The c<strong>on</strong>diti<strong>on</strong>ality of further reducti<strong>on</strong>s <strong>on</strong> reciprocity<br />

with Russia is a c<strong>on</strong>sensus positi<strong>on</strong> which, in<br />

the absence of sustained political engagement at the<br />

highest level, represents a formidable obstacle to progress.<br />
